Dr. William “Randy” Everett retired from the Department of Defense after 49 years of service in uniform, as a contractor, and as a government employee. His final assignment was with the U.S. Army Combat Capabilities Development Command (DEVCOM), focusing on identifying mature technologies for the Foreign Comparative Testing (FCT) program. A retired Colonel with 33 years in the military, his last role was Director of the National Guard Bureau J-5, International Affairs Division. He also served with the Iraqi Assistance Group, training Border Security Forces, and held key leadership positions within Infantry and Special Forces units, including Detachment Commander of a Special Forces A-Team, Infantry Battalion Commander, and Bi-Lateral Affairs Officer at the U.S. Embassy in Sarajevo.

Dr. Everett holds a master’s degree in International Security and Civil-Military Relations from the Naval Postgraduate School, a Master of Public Policy from Johns Hopkins SAIS, and a doctorate in International Affairs from Johns Hopkins SAIS. He is an affiliate instructor at Loyola University in Baltimore, teaching courses in international management, business, and leadership. His military decorations include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal, multiple commendations, and foreign honors such as the Ukrainian Badge of Honor and Estonian Ministry of Defense Golden Badge. He was inducted into the Ft. Benning Officer Candidate School Hall of Fame and recognized with the Order of St. Maurice (Infantry) and St. Michael (Airborne).
